We have provided Word templates for each aspect of the full proposal component on the SurveyMonkey Apply platform. To log in, you will need to use the username and password you created for the brief proposal application process. Once logged in, for each task other than the Cover Sheet, you will need to click on the individual task to download the Word templates.

Applicants should specify how Federal regulatory requirements for confidentiality (see 7 CFR 246.4 (a)(26), 246.26 (d), 246.26(h)) will be met, but should keep in mind that the expectation is that their telehealth solution will comply with all WIC Federal requirements, policies, and guidance.
Applicants should have a standard definition that they are using for rural, suburban, or urban, and should be clear in the proposal what the source of that definition is. The Census Bureau definition would be an acceptable source. Another source State Agencies might consider is the National Center for Education Statistics, which designates geographic locale at the school level. THIS-WIC does not require use of a particular source, so SAs may use these or another similar source to define rural populations if that information is not available through already collected sources.
As a reminder, a goal of THIS-WIC is to engage telehealth solutions to decrease barriers to access to WIC services, particularly in rural communities and for other populations facing barriers to accessing support (i.e. high risk). Applicants should speak to the extent to which their proposed solutions target rural and/or high-risk populations.
Applicants must demonstrate the feasibility of conducting the proposed intervention, including showing willingness on the part of the local agencies to be sites for the proposed project. THIS-WIC encourages applicants to do this through Letters of Support from LAs, as well as others (telehealth vendors, consultants, etc.) who will be part of the proposed project.
Stipends may not be used for local agencies. Local agency staff’s attendance at relevant meetings can be supported and the provision of local agency supplies relevant to proposed projects are allowed. Funds may also be used to pay for staff project time not otherwise paid for already by WIC NSA funds. (See Use of Grant Funds section of RFP for more info).
Decisions about who should be designated as key personnel are up to the applicant. Depending on the scope of the project being proposed, key personnel might include individuals other than state or local WIC staff. Ultimately, THIS-WIC leaves the determination up to the State Agency to determine who those key personnel will be.
In this example, a proposed evaluation that randomizes at the individual level would be a randomized design.
